On February 18, Immigration, Refugees and Citizenship Canada (IRCC) launched a new priority category under the Express Entry system targeting foreign skilled military recruits.
The move highlights Canada’s growing focus on strengthening national defence through immigration. The country’s recently released defence strategy emphasizes continued immigration initiatives for skilled military personnel as a key pillar of long-term defence planning.
Eligible candidates under this new category may receive an Invitation to Apply (ITA) for permanent residence (PR) with lower ranking scores compared to other Express Entry candidates.
Below is what you need to know about eligibility requirements.
General Eligibility Requirements
To qualify under the Skilled Military Recruits category, candidates must first meet the basic eligibility criteria for one of the three programs managed under Express Entry:
- Canadian Experience Class (CEC)
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
In addition, applicants must:
- Be an eligible foreign national in the Express Entry pool
- Be serving in a recognized foreign military
While IRCC has not explicitly defined “recognized foreign military,” the Canadian Armed Forces (CAF) references individuals with prior service in any foreign force and may require official release documentation.
Work Experience Requirements
To qualify under this category, candidates must have:
- At least 10 years of continuous service in a recognized foreign military
- Experience and training that correspond to one of the following National Occupation Classification (NOC) codes:
Eligible Occupations
- Commissioned officers of the Canadian Armed Forces (NOC 40042)
- Specialized members of the Canadian Armed Forces (NOC 42102)
- Operations members of the Canadian Armed Forces (NOC 43204)
Applicants must demonstrate that they performed most of the main duties listed under the applicable NOC code — not just hold a similar job title.
Job Offer Requirements
Candidates must have a valid job offer from the Canadian Forces Recruiting Group.
The offer must:
- Be for continuous, full-time employment in Canada
- Be valid for at least three years
- Fall under one of the three eligible military occupations listed above
The Canadian Forces Recruiting Group operates recruitment centres across Canada and provides online and direct contact options for prospective applicants.
Education Requirements
To qualify, candidates must have completed:
- A two-year post-secondary credential (college diploma, degree, or equivalent)
Education may be completed in Canada or abroad.
If completed outside Canada, candidates must obtain an Educational Credential Assessment (ECA) to verify equivalency to Canadian standards. ECAs are valid for five years from issuance.
What This Means for Military Applicants
This new category under Express Entry creates a streamlined pathway to permanent residence for experienced foreign military members with in-demand skills.
With Canada placing increased strategic importance on defence readiness, foreign military professionals who meet the service, job offer, and education requirements may benefit from:
- Lower Comprehensive Ranking System (CRS) score thresholds
- Faster selection through category-based draws
- A targeted pathway aligned with national defence priorities
Foreign military personnel considering immigration to Canada should assess their Express Entry eligibility and explore recruitment opportunities with the Canadian Armed Forces to determine if they qualify under this new priority stream.
