Canada’s Post-Graduation Work Permit (PGWP) program has undergone major changes for 2025. The new rules announced by Immigration, Refugees and Citizenship Canada (IRCC) have a direct impact on international students planning to study in Canada from 2025 onwards.

What Is PGWP and Why Is It Important?

The Post-Graduation Work Permit (PGWP) allows international students to work in Canada after completing their studies. It is a key pathway for gaining Canadian work experience and eventually applying for Permanent Residency (PR).


What Are the New PGWP Rules in 2025?

  1. Only Certain Programs Now Qualify

    • PGWP will only be issued to students studying in public colleges and universities.

    • Private colleges offering public curriculum no longer qualify (except in Quebec under certain conditions).

  2. Study Program Must Be Full-Time and Minimum 8 Months

    • Distance learning or online programs are not eligible.

    • Short certificate courses and part-time studies are disqualified.

  3. Program and Institution Must Be on IRCC’s Eligible List

    • IRCC has released a new list of Designated Learning Institutions (DLIs) that qualify for PGWP.

    • If your school isn’t listed, you won’t be eligible.
